whats with no title! There's a lot of stupid people out there. They buy these no-title projects because they're a great deal.... Then they can't get a title in NJ. Some great deal

are there any states that don't title cars?

Yes, each state has their own set of laws and rules for cars depending on the age of the vehicle. Also if it has not been registered for some period of time, it is taken out of the records. I know California for example does this. Some states only give bills of sale for antique and classic vehicles. New Jersey has different rules for antique verses Street Rod.
Any one buying a non title vehicle should check with their state to see if a title can be acquired for any out of state purchase before they  bawlin)0 get a pig in a poke 2@cent. Common sense Duh...
