Eastwood makes a series of grits. You use a buffing wheel or a linen cone on the end of a electric hand drill.
Or you can come up with your own method by using various grits of wet and dry sandpaper, (low numbers to high) then polish to a shine with Mothers mag polish using their sponge ball or cone. Either way it's a lot of hand work. There is a wheel repair guy that comes to shows, he has the big buffers for doing wheel quickly, don't know how much he charges.
