I think he has a leak from filling it to far or a bad hose.

they don't but I didn't have the charcoal canister hook up so I routed one to the front and ran it out to the fender well. Like magic, no more gas smell when I fill up. I read somewhere you need to vent to a point higher than the tank and the plastic thing is there just for that to collect the vapors. The charcoal thing is part of the evaporative emissions system but good luck finding replacement parts and those of us running dual carbs don't have the extra vacuum hookup needed for that system to work. I think these were only found on later model cars.
