Why didn't they just create a new upper pulley to work with the grooves in the new belt?

Because this wasn't a kit. It's a nippondenso alternator out of a lawn tractor. The plans for the conversion were developed about 10 years ago by a friend of mine on the type 3  mailing list. He has since sold the plans to the DDB- a custom shop in oregon that now sells it as a kit.
