I'm not that lucky Matt. 60/61 year only horn.

This was the first year of the dished style wheel. Almost everything about these two years is unique when it comes to the horn circuit. The principals of this circuit are basically the same as 1962-1967 (which we will mention next). Instead of using a wire to run current from the horn button down the column to a ground source, the steering shaft itself was used as the electrical conductor. This meant that the tube and the shaft would need to be insulated from each other. VW did this by using plastic spacers and shims. Don?t bother calling for the components pertaining to this assembly as they are very scarce. If you need replacement parts, the best solution is to convert your arrangement to the 1962-1967 variety. You will need a steering column, steering wheel and a horn ring with attaching hardware to make the change

Like I said I still think it's the horn itself because hooking it straight to the battery, I get no toot.

with the horn mounted and wired I tested both sides of the horn. One side I am getting 6 volts, the other side I am getting 3.2 volts. Not sure what this indicates but I thought that I should be getting 6 volts out of both sides. The horn is grounded when I press the horn ring.

So if I read this right, your steering shaft carries the ground only when the horn ring is pressed?

power runs from the fuse box, through the horn, back out a wire to the bottom of the steering shaft. power goes through the shaft. When you press the horn ring, it creates a ground and the horn goes beep.

John,
Is the horn button creating the ground? Hook a test light to the horn wires. If the horn button is creating the ground, the light will come on. I remembered that there is a jumper wire across the rag joint where the steering shaft bolts to the steering box. If this wire is absent, the ground circuit can not be completed. :confused04:;

Thats a good idea...replace the horn with a test light and see if the circuit is at least working correctly

With the quote (top of this post) stating that this model uses the shaft as the conductor, is the wire still supposed to be there on this year car?
